Develops and implements policies, standards and procedures to minimize exposure to inadvertent or malicious loss or unauthorized usage of computer resources or information. Ensures access and use of computer facilities is authorized in accordance with ABS security and access policies, standards, guidelines and practices and assigned access hierarchy; monitors and ensures appropriate control systems and procedures are in place to enforce authorization requirements. Reviews access control, physical security, network security, data retention and system recoverability status; tests existing security procedures; follows up to ensure security and compliance gaps are corrected; prepares and presents security status reports and change recommendations; participates in the implementation of approved recommendations. Conducts confidential investigations involving unauthorized or inappropriate staff use of computer resources, data files, documents and other computer related security breaches and actions; discusses and provides evidence and advice to management and human resources on corrective and/or disciplinary action. Performs computer security risk analyses to determine exposures; prepares and recommends new or revised preventative measures; participates in the implementation of approved recommendations. Participates in developing and maintaining emergency disaster and contingency plans to ensure recovery from a significant or prolonged loss of computer facilities or working data. Provides guidance in the selection of external firms or services for secure storage of backup data files and vital records; provides related reliability/security checks on firms and facilities. Provides expert security advice on security matters to system development and other project teams. Maintains liaison with personnel and management, both internal and external to the department regarding security matters. Promotes user security consciousness; ensures awareness of consequences of security violations.Qualifications:University degree in computer science, Business Admin or equivalent. Minimum of 5 years related security experience. Proven ability to monitor and ensure computer facilities use and access and to ensure compliance. Proven ability to review/test security procedures and recommend security related changes and to conduct security breach and other related investigations. Proven ability to perform computer security risk analyses and prepare prevention recommendations. Well developed oral, written, presentation and interpersonal communication and analytical skills. Excellent demonstrated knowledge of system design, development and implementation process and related security considerations. Well developed demonstrated knowledge of security analysis, monitoring and reporting software or similar features incorporated within various application software. Excellent demonstrated knowledge of computer security concepts, system design, development and implementation. Excellent, oral, written, presentation, interpersonal, influential communications and analytical/ team leadership skills. Demonstrated proficiency in the use and operation of computer security software and features within existing applications.Additional Information:CISSP, CISA, and SANS certifications are an asset.
